Claude L. Biddle serves as Of Counsel to the firm. Mr. Biddle is responsible for the firm's Municipal Law practice.

Mr. Biddle has an extensive and successful legal career in this practice area, serving as City Attorney to several cities and towns throughout California, including the Cities of Grass Valley, Colfax, Paradise and Colusa. He has also acted as Deputy City Attorney to the City of Santa Ana and as County Counsel to Sierra County and Deputy County Counsel to Sutter County. He has also represented the County of Butte, Town of Loomis, Colusa LAFCO, Marysville Unified School District, Camptonville School District, Sutter Cemetery District and Auburn Area Recreation and Parks District.

Mr. Biddle's achievements include the re-drafting of the Grass Valley City Charter and drafting and codification of ordinances; negotiation of cable television and other franchises; assisting in the formation of a redevelopment agency; assisting in the formation of numerous assessment districts; personnel representation for 12 school districts and law enforcement; oversight of airport leases and FBO management; and handling of CEQA, condemnation, contracts and AB1600 litigation.

Mr. Biddle has served as Legislative Counsel to the Commonwealth of the Northern Mariana Islands, acting as legal advisor and representative to the bicameral Legislature for the newly formed commonwealth. He drafted and introduced zoning and building ordinances to the islands of Saipan and Tinian and drafted harbor and boating safety laws.

Mr. Biddle received his Juris Doctor degree from the University of the Pacific, McGeorge School of Law and is admitted to the California State Bar.

He is a member of the International Institute of Municipal Law Officers and the Placer and Nevada County Bar Associations.

He is admitted to practice before the United States Supreme Court, Ninth Circuit Court of Appeals, District of Columbia Circuit Court of Appeals, United States District Court, Eastern and Northern Districts of California, Northern Marianas Islands District and the High Court of the Pacific Islands Trust Territories.
